Co-Development Business Unit is looking for UX Engineer
This is a one-year contract role
Location: Punggol Digital District
The Government Productivity Engineering (GPE) Group provides end-to-end solutions, encompassing both user-facing productivity tools and robust backend infrastructure, to support a wide array of operational needs.

The Role
You will work on the Central GRC platform, which integrates governance, risk management, and compliance into a unified experience. Built to support modern delivery practices, the platform aims to move governance from a tollgate to a teammate, embedding it within the system development lifecycle so that governance evolves alongside the systems it supports.
We are looking for a UX Designer who is passionate about making GRC clear and actionable for developers, public officers, and governance stakeholders. You will shape experiences across complex governance workflows, connected systems, and diverse user roles, helping teams incorporate GRC activities into how they build and operate systems.
This role requires you to understand how individual GRC workflows and user journeys fit within the broader governance programme. You will map branching processes across risk assessments, compliance checks, reviews, and approvals, uncover dependencies and handoffs across touchpoints, and consider how design decisions affect downstream activities and stakeholders.
Working closely with governance and risk domain experts, engineers, product managers, and programme stakeholders, you will translate policy requirements, operational needs, and technical constraints into practical design solutions. You should be comfortable navigating ambiguity, testing ideas early, aligning perspectives across teams, and taking ownership from discovery through to delivery and ongoing improvement.
What will you do?
Understand the Broader Programme Context: Build an understanding of programme objectives, operational needs, policy and technical constraints, and the relationships between products and services. Use this context to guide design decisions and balance immediate user needs with longer-term programme outcomes.
Map Complex Workflows Across Touchpoints: Investigate and map end-to-end journeys spanning different user roles, teams, systems, and channels. Identify decision points, branching paths, exceptions, dependencies, and handoffs—including activities outside the digital interface—to uncover gaps and opportunities for improvement.
Transform Complexity into Clarity: Translate complex, technical government workflows into intuitive and accessible experiences. Design for both common tasks and less frequent scenarios, ensuring users understand what to do next and can recover when things do not go as expected.
Champion User-Centred Design:Engage stakeholders and end-users to understand their needs, motivations, and operational realities. Advocate for the user perspective throughout the product development lifecycle while accounting for the needs of other users and teams within the wider service.
Prototype and Test Early:Turn ideas into sketches, wireframes, and interactive prototypes to explore alternatives and test assumptions quickly. Choose the level of fidelity needed to answer the question at hand, gather feedback, and help teams make informed decisions.
Collaborate and Influence Across Teams: Work with product managers, engineers, and programme stakeholders to align teams on shared workflows, resolve competing needs, and ensure design feasibility and fidelity. Communicate design rationale, dependencies, and trade-offs clearly to support informed decisions.
Requirements
What are we looking for?
Experience: At least 3 years of professional experience in UX or Product Design, including experience designing for complex workflows involving multiple user roles, systems, or service touchpoints.
Workflow and Systems Thinking: Demonstrated ability to understand and model branching workflows, decision points, exceptions, and cross-team handoffs. You can connect detailed user interactions to the wider service and recognise the downstream effects of design decisions.
Programme-Level Understanding: Experience working within a broader programme or an environment involving multiple connected products or services. You can understand shared objectives, dependencies, and constraints, and use them to inform product-level design decisions.
Portfolio: A strong portfolio demonstrating research, synthesis, interaction design, prototyping, and visual design skills. Include examples showing how you made sense of a complex problem, mapped connected workflows, and used a broader understanding of the service or programme to shape your solution. Explain your contribution, how you tested and refined ideas, key trade-offs, and outcomes.
Tool Proficiency: Proficiency in industry-standard design and prototyping tools, such as Figma, and the ability to communicate complex journeys and workflows through clear visual artefacts.
Technical Understanding:Familiarity with web technologies such as HTML and CSS, and an understanding of how technical constraints influence user experience. Familiarity with AI-assisted tools for design exploration, prototyping, or communicating ideas is useful. Coding skills are a plus, but not required.
